You've gotta start 'em young. Get a bike they want to ride. My kids both learnt riding on a 12" Haro. Both of them rode without training wheels on the Haro before they turned three years old. And many neighborhood kids asked if they could try the Haro as they trusted the bike more than their own. From then on the bike got used, and used and held up until it became too small.
